A Foreign Agents Registration Act (FARA) document filed with the Department of Justice and reviewed by Nerve News reveals a multi-million dollar plan by the government of Israel to finance what is described as “the largest Geofencing and Christian Targeting campaign in US History.” The campaign, run by a San Diego-based company, aims to monitor and track Americans at churches and Christian colleges, using their location data to serve them targeted pro-Israel and anti-Palestinian political messaging.

The operation is being carried out by Show Faith by Works, LLC , which registered as a foreign agent for the nation of Israel. The foreign principal is specifically listed as Israel’s Ministry of Foreign Affairs. The detailed proposal outlines an aggressive, technologically intrusive campaign with a requested budget of $3,258,961.

At the heart of the plan is a sophisticated digital surveillance strategy. The documents state the objective is to “Geofence the actual boundaries of every Major church in California, Arizona Nevada and Coloardo and all Christian Colleges during worship times.”

Geofencing is when an organization maps out the geographic coordinates of a building or area, creating a shape (called a polygon) on a map. Every day, when you download an application or open and use one, you’re providing geolocation information to not just the company that created the app but also with any third parties that you might have provided consent for in those long-winded privacy policy you probably don’t read. Well, that data is packaged and put up for sale by wholesalers and other organizations like Show Faith by Works are able to purchase it.

How Israel intends to use this data

The plan then explicitly states its intention to “Track attendees and continue to target with ads.” This means a foreign government is funding an operation to digitally monitor Americans entering houses of worship, logging their presence, and using that sensitive data to push a political agenda.

This unprecedented intrusion into the private lives of American citizens is not merely for educational purposes. The stated goals of the campaign include influencing U.S. foreign policy by encouraging Christians to “Question the longstanding policy of a 2-state solution.”

The messaging is designed to “increase positive associations with the Nation of Israel while linking the Palestinian population with extremist factions”. Specific “Anti-Palestinian State” messages include claims that “Palestinians elect Hamas’s leadership” and that “There was never a state of Palestine at any time in History”.

The operation, led by project lead Chad Schnitger, is not limited to digital tracking. It is a comprehensive influence campaign that includes grassroots and physical components. A key feature is a “mobile museum” called the “Mobile 10/7 Experience,” designed to be displayed at churches and Christian events. The plan also involves creating and distributing “Pastoral Resource Packages” with pro-Israel materials to thousands of churches and potentially targeting Christian social media influencers.
