The U.S. government is grappling with a mounting budget crisis as it juggles mandatory spending programs like Social Security, Medicare, and Medicaid alongside escalating national security demands. The protracted conflict with Iran and ongoing military operations have strained Treasury resources, further complicating efforts to reopen the Department of Homeland Security (DHS), partially shut down due to funding disputes.

Arrington Calls for Reconciliation

House Budget Committee Chairman Jodey Arrington (R-Texas) has proposed using budget reconciliation—a procedural vote requiring a simple majority—to secure funding for DHS. Arrington emphasized the urgency of protecting critical operations, including Coast Guard patrols, port security, and cybersecurity defenses.

‘We can’t leave the critical operations of Homeland Security that’s protecting us against a terrorist attack, through Coast Guard, through guardsmen at our ports, or the guys that are protecting us against cybersecurity attacks. This is unacceptable,’
Arrington stated.

Democrats Push for ICE Defunding

Democrats, however, have refused to support DHS funding until controversial agencies like ICE and certain Border Patrol units are defunded. This stance follows protests against ICE and heightened tensions after fatal shootings in Minneapolis earlier this year. Democrats argue that guardrails must be established before they will approve funding.

Fiscal Reform Proposals

Arrington, a fiscal hawk, has also advocated for stricter budgetary reforms, including a constitutional amendment to enforce fiscal responsibility. He warned of the looming debt crisis and criticized Congress for failing to act.

‘Despite the urgency of our fiscal crisis, Congress is paralyzed—unable to meet the urgency of the moment,’
he said. Arrington suggested leveraging savings from cracking down on fraudulent claims and using reconciliation to fund immediate needs while preparing for future national security challenges.
