Key Findings

The inspection revealed several serious incidents, including an officer stabbing a detainee with a pen and another using a prohibited chokehold. Investigators also noted improper documentation of a detainee being restrained by five officers with mechanical restraints and a suicide smock.

This could lead to staff repeating inappropriate use-of-force tactics that could potentially result in property damage, injury, and death.

Oversight Failures

The report found that records on staff disciplinary actions and remedial training were incomplete, increasing the risk of repeated policy violations. Investigators also flagged the facility's deteriorating physical condition, including leaks in the kitchen and inadequate refrigeration for perishable food items.

Health and Safety Concerns

Medical staff failed to regularly update detainees' treatment lists, compromising care for those with ongoing medical needs. Roughly half of the violations identified during the inspection remain unaddressed, posing ongoing risks to detainee health and safety.

The Winn Correctional Center, housing approximately 1,500 male detainees, continues to operate despite these findings, highlighting the need for increased oversight and accountability in ICE detention facilities.
