House Speaker Johnson Calls for National AI Framework to Compete Globally

House Speaker Mike Johnson, R-La., emphasized the need for a unified national framework to regulate artificial intelligence (AI) while maintaining American leadership in the rapidly advancing field. Speaking at the Hill & Valley Forum on Tuesday, Johnson outlined three key priorities for Congress to address AI innovation without stifling its potential.

"America will win the AI race. We will win it, if two things happen — if government resists the siren song of control, and if industry steps up as our patriotic partner," Johnson said.

Johnson stressed the importance of establishing a single national framework to protect children, safeguard communities, and support creators while avoiding a patchwork of state regulations. He warned that inconsistent policies could confuse markets and undermine national interests.

Additionally, Johnson framed AI development as a matter of national security, urging lawmakers to ensure that AI technology remains in the hands of the U.S. and its allies rather than adversaries. He also called for swift action, stating that Congress must "move at the speed that victory demands."

The remarks come days after former President Donald Trump outlined his own AI regulatory framework, which includes measures to protect children from harmful AI content, streamline permitting for AI data centers, and prevent AI from being used to suppress free speech. Johnson's proposals align with broader bipartisan efforts to maintain U.S. dominance in AI development while addressing its societal risks.
