Persistent surveillance on the modern battlefield is forcing NATO to abandon large, fixed command posts and adopt a dispersed posture to survive an environment where any concentration of forces invites immediate destruction. French Adm. Pierre Vandier, NATO's Supreme Allied Commander Transformation, confirmed the alliance is fundamentally restructuring its command and control architecture, stating bluntly that forces must "scatter" and avoid "useless concentration."

The Kill Zone Reality

The shift is driven by battlefield data from Ukraine, where constant drone coverage has created a miles-wide "kill zone" along the front. In this space, any movement or gathering of troops is detected and struck within minutes. Vandier noted that the days of hundreds of officers processing intelligence in a single headquarters are over. Instead, NATO is turning to cloud-based data systems to synthesize battlefield information without centralizing human targets. This is a direct acknowledgment that American and allied military assets are no longer safe in traditional rear-area bastions.

"We are only at the beginning of it. There is a C2 renewal, which is ongoing," Vandier said, warning that large command centers have proven critically vulnerable to long-range missile and drone attacks.

This modernization comes with a price tag for member states, who must now invest in software-defined warfare tools rather than simply procuring additional platforms. In March 2025, the alliance acquired the Maven Smart System, developed by American firm Palantir Technologies, to integrate artificial intelligence into its decision-making loops. The move signals a pivot toward US-based tech solutions to solve a tactical crisis, a procurement trajectory that should benefit the domestic American defense software industry.

Lessons Beyond Ukraine

Vandier's warnings are reinforced by months of sustained strikes against US and allied bases during the Iran war. Tehran successfully targeted the US Navy's regional headquarters in Bahrain and a major air operations center in Qatar using missiles and drones, demonstrating that even well-defended command hubs are no longer sanctuaries. The US armed forces are paralleling NATO’s effort by developing Agile Combat Employment concepts to scatter air operations, a doctrine born from the necessity of keeping American airpower alive under a barrage of precision fires. For American ground forces, the message is clear: static forward deployment without technological cover is a liability, not a deterrent.
