The Nuclear Regulatory Commission is advancing a proposal to eliminate the 'as low as reasonably achievable' (ALARA) principle from its radiation protection framework, replacing the 50-year-old standard with what it describes as a more predictable risk-graded approach. The change, NRC officials argue, will provide the regulatory clarity needed to expedite the next generation of nuclear reactor construction without altering maximum legal exposure limits for workers or the public.
ALARA has required licensees to continuously minimize radiation doses below established caps. Under the new proposal, facilities would implement defined protection measures based on the potential exposure level, with requirements intensifying as doses approach the statutory limit. NRC Chairman Ho Nieh stated the commission is not relaxing safety standards. “We’re just removing the ambiguity,” Nieh said. “The standard for exposure to workers and the public, those are not changing. We’re just putting in place greater clarification.”
Regulatory Overhaul Targets Advanced Reactor Delays
The push to revise the foundational safety doctrine follows President Trump’s executive order directing the agency to adopt science-based radiation limits. The directive is part of a broader administration effort to quadruple domestic nuclear energy production, driven by surging electricity demand from the artificial intelligence sector and data center expansion. The Department of Energy has already ceased using the ALARA framework.
Industry officials support the change. Doug True, chief nuclear officer at the Nuclear Energy Institute, dismissed concerns that doses would automatically rise to the legal limit, citing the high operational costs and access restrictions associated with higher radiation zones. “It’s not like we’re just going to throw open the doors and let everything run up to the limits,” True said. Consultants have characterized ALARA as a “moving target” that hinders rational risk management by NRC scientists.
“We will always continue to look at what can we do to reduce the dose to workers, and maintain our doses to the off-site public as low as possible.”
Critics, including Edwin Lyman from the Union of Concerned Scientists, warn the revision of specific radionuclide emissions standards could permit higher permissible doses in certain scenarios, even while staying beneath the 100 millirem annual public limit. The NRC maintains that exposure limits are set far below levels associated with health effects and that existing industry practices will keep actual doses low. The commission expects to finalize the new radiation protection regulations in the coming months, a move the agency says will particularly benefit developers of advanced small modular reactors seeking a stable licensing environment.
