This narrow focus ignores the material reality underpinning the industry: the United States controls the infrastructure layer, and that control is deepening through a fusion of commercial expansion and defense contracting.
At the center of American primacy sits Nvidia, commanding roughly 85 percent of the global market for advanced AI chips. The company’s CUDA software platform functions as the default development environment, creating debilitating switching costs for any foreign competitor attempting to build an alternative ecosystem. This hardware-software lock-in extends upward through cloud hyperscalers—Amazon Web Services, Google Cloud, and Microsoft Azure—who provide the compute power for every major foundational model developer from OpenAI to Meta.

The national security apparatus has woven itself into this industrial fabric. Standard operational agreements now bind Google, OpenAI, Microsoft, Oracle, and Nvidia to deploy frontier tools onto classified military networks. The Pentagon’s FY2027 budget earmarks over $54 billion for autonomous warfare and drone systems, funding a newly formed Defense Autonomous Warfare Group. Federal AI contracting surged by $90.7 billion in 2026 alone, according to Brookings data, a figure that directly benefits American firms and American workers building out domestic capacity.
Beneath the software and silicon lies the physical layer American firms are racing to privatize. Meta is planning a 40,000-kilometer around-the-world fiber-optic subsea cable with a projected cost of $10 billion. Google continues its Pacific Connect Initiative. These privately owned cables, combined with the hyperscale data centers sprouting on every continent, remain acutely susceptible to U.S. export controls and extraterritorial data extraction laws. Chinese models can be brilliant and cheap, but they must ultimately run on infrastructure subject to American legal and physical jurisdiction. The race is not between chatbots. It is between industrial bases, and the American base holds the commanding heights.
