SAMARA, Russia — Commercial satellite imagery captured Tuesday confirms significant damage to a key Russian space production facility following a Ukrainian cruise missile strike. The attack directly targets Moscow’s efforts to field an independent satellite internet network to replace the denied American Starlink service.

Imagery from the U.S. spatial intelligence firm Vantor shows a visible hole in the roof and exterior damage at the Progress Rocket Space Center, a state-run facility under Roscosmos. Ukrainian President Volodymyr Zelenskyy acknowledged the strike, calling it a successful operation conducted with domestically produced FP-5 Flamingo cruise missiles.

Production Line Crippled

The facility in Samara, located over 550 miles from the Ukrainian border, is the sole production site for the Soyuz-2 family of rockets. These launch vehicles are critical for deploying the Rassvet broadband constellation developed by Bureau 1440, Moscow’s designated replacement for Elon Musk’s Starlink system. Fire Point, the Ukrainian manufacturer of the Flamingo missile, assessed that the damage is not a quick repair job, potentially halting production for months with no backup facility available.

The strike represents a calculated effort to degrade Russian battlefield communications. After Ukraine successfully pressed SpaceX to disable Starlink terminals being used by Russian forces earlier this year, Moscow prioritized its own sovereign system. The Rassvet network currently has over a dozen satellites in low Earth orbit, with plans to scale to hundreds. Ukrainian commanders have consistently described Starlink as essential for drone and ground-robot operations in contested electronic warfare environments.

While American policymakers debate foreign aid, Ukraine is demonstrating the ability to asymmetrically impede Russian military modernization using domestic weaponry. The strike on the Progress center not only delays the Rassvet program but also impacts Russia’s launch capacity for Earth-observation satellites used for military reconnaissance against Ukrainian positions.
